This is a 3 phase 240v high leg incoming feed. From a ct cabinet- 400 amp disco- 200 amp disco- distribution block box- then to 200 amp panel. I was there to look at adding a receptacle and lights to a new office that is being added to an already 12+ office location that is the second floor of a manufacturing plant. The neutral wire from the 200 amp panel lands on a distribution block bonded to the cabinet and stops there. There isn't a neutral wire ran back to the source. The unbalanced current is flowing on the seal-tite and a few amps on the bare ground wire. Even tho "it's been like this forever and everything works fine." I feel it is a saftey concern that needs to be addressed asap before I would be willing to do any other modifications. Do others agree or am I blowing it out of proportion?
