No threads below 18"

My inspector is requiring me to not have any threads below 18" at a class 1 div 1 location outside for propane storage and transfer. I can not find a code reference to verify this. My customer tells me that they need the seals lower and I am getting pinned from them and my inspector. Who is right and more importantly, what is the reference? Thanks

what difference does ti make if the threads are below 18"? if the pipe is installed to code and the seal offs are filled with chico compound then there is no problem at all. if a product is listed to be installed in a class 1 div 1 location then i believe it should be ok to install below 18" above grade. tell him to show you a code reference for that requirement. if he doesnt have one then i would fight it
 
One is generally permitted to have threads within the Classified location. What your inspector may be misunderstanding is the boundary requirements for this topic. Ask him to take a look at either
501.15(A)(4) Class 1, Division 1 Boundary
or
501.15(B)(2) Classa 1, Division 2 Boundary
 
I had an electrical inspector also insist that I could not have any seal or LBY elbow below 18" in my Class 1, Div 1 building.

When I asked him to make sure he cites the code reference on his inspection paperwork, he could not. He sat in his truck for over an hour looking before he realized that he was remembering the 18" rule that prohibits having a gas-fired appliance (water heater, for example) in a garage within 18" of the garage floor. That is a building code issue, not electrical.
