A listing is not required but they do have to be approved. In Indianapolis, the electrical contractor has to sign a self certification document that says that he did everything correctly. That means that the electrician has the responsibility to approve his materials.
In most areas, the electrical inspector will inspect the building and approve the installation. This inspection will meet the definition of approving a non-listed fixture.
