No visible grounding

I'm on a project adding loads to an existing system. A water treatment facility built in 1990. Problem they do not have the electrical drawings. A field walk down of the site, I could not find any evidence of grounding. Not on the pipe rack or the motors. Can a grounding system be put in for the new loads and pipe rack and connect the existing pipe rack and equipment?
 
What does an ohmmeter show?

Not meaning to doubt you but are you sure the raceways are not Rob Roy or similar? I have been involved with a few water treatment facilities and PVC coated rigid was used through out.

I will have to check that. On some raceways where the print was legible it read "Rigid PVC".
 
Are there wire type equipment grounding conductors in the raceways and cables? There is no need for any external grounding if that is the case.
Thanks. I will have their electrical contractor check that. The cable tray was elevated, I could not get a good look. The project is in Conroe and I'm in Dallas.
