Noise at meter packs

Went on job where tenant complained of humming and buzzing in Electrical Panel Room. Checked and tightened all lugs. Incoming Line is Copper feeding bus bars for 15 meters in 3 meter packs. Feeders leaving are aluminum. Old Arrow Murray meter packs. Noticed buzzing was louder when meters were running faster. Is this common for increased current flow and loading? And is there anything to worry about?

One way to have a net magnetic field that would vary with load, would be if the service entrance or drop neutral had an open in it, and a lot of the unbalance current is going back to the transformer on the municipal metal water pipes shared by other buildings connected to the same transformer.
 
There are numerous connections behind the meter that are only accessible with a total outage and some disassembly. The question is is it a hum or a buzz? A buzz could be real issues.
