Non-countertop Kitchen receptacle

Do regular wall receptacles in a kitchen that do NOT serve the countertop have to be part of a 20 amp SABC? For example, can i have a wall receptacle inside the kitchen feed by a 15 amp lighting circuit?

Thought all kitchen and dining room receptacles had to come off the SABC . Used to be only a clock receptacle was allowed on the sabc and you had to have 2 sabc (minimum and they both had to appear in the kitchen and dining room) At least that is the way it was in 1981:)
