Does a 120V-20A twist lock receptacle in commercial has to be GFCI protected?

I said YES, GFCI is required.


But some argued NO. Because not every appliance has twist lock cord end so it would not be a receptacle that is easily used.

That question came up 3 years ago. Check out the link below. It was mainly decided that gfci protection is mostly to stop the equipment from being a fatal hazard for people.
