Is non Dwelling occupancies like offices, classRoom ......shall follow NEC 210.52-A 1,2,3,4 or shall be permitted to be located as determined by designer or building owner??

Offices, classrooms, etc... are not dwelling units. Receptacles therefore may be laid out to meet the needs of the design. it is good practice to have convenient receptacles available throughout hallways and such.

210.52 title says "Dwelling Unit Receptacle Outlets"

It does not apply at all to non dwellings unless referenced by another article. 210.60 for guest rooms, suites, dormitories would be an example.

There are very very few requirements to install receptacles in a non-dwelling occupancy. The number and location of receptacles in commercial and industrial occupancies is a design issue, not a code issue, in most cases.

The 2020 NEC has come up with expanded requirements for required receptacles in things like conference rooms. You first calculate the number of receptacles required and then you have to install that many receptacles. The locations however are up to the designer.

True, but lets clarify that OP mentioned 210.52 which is only for dwellings other than when referenced by another section.

That requirement is in 210.65.

Yes, the title of the thread is Non Dwelling Occupancies, that and Don's post are what I was responding to. But you're correct the cited article is not for non-dwellings.
