There is a 6' counter with a sink going to be installed in a commercial garage. This is going to be used as a counter for a coffee pot and supplies on the shop floor. This is not in a kitchen. My question is does this counter top need receptacles installed per 210.52? Or is there other rules for non-dwellings? Also if receptacles are installed do they have to be within 24" of the edge of the sink and be GFCI protected?

Not if your using the 05. This has made a come back in 08.

210.8(B)(5) Sinks ? where receptacles are installed within 1.8 m (6 ft) of the outside edge of the sink.

It's less conductive in most cases because it would be on city water.

It's that well water with all the minerals in it that makes it comductive.:D

Besides post 3 answerd the op's question about gfci.
I was just dealing with locations of the outlets.

For reisdential the 08 code is going to require you to use the same outlet requirements in the kitchen. In other rooms that have a counter in the dinning room or at a counter with a wet bar.
I'm not sure about the circuit size. But locations will be the same as a kitchen counter.

I intend to install the GFCI outlet. I wanted to know if a receptacle was needed within 24" of the edge of the sink as per 210.52?

I thought that was answered. No it is not required. That is for residential kitchens.
