In the city where i will be working is using the 2008 code. i want to run egc to a receptacle in 250.130(c) 2008 code (hand book) does this let me run a #12 thhn or #12 solid bare from the outlet to the equipment grounding bar in the panel ?

If you can get back to the panel with a piece of 12AWG why not just pull a new romex?

Yes. 250.130 (C) (3).
250.130(C) is deleted in the mass electrical code, so we either have to install a new 2 prong receptacle or run a new circuit.
