In the city where i will be working is using the 2008 code. i want to run egc to a receptacle in 250.130(c) 2008 code (hand book) does this let me run a #12 thhn or #12 solid bare from the outlet to the equipment grounding bar in the panel ?

Both are rated for the same amount of current.:thumbsup:

If you can get back to the panel with a piece of 12AWG why not just pull a new romex?

By the nec can this be done. never seen it done. i think it is a bad idea. just curious.
