Non ic rated lights

I have a commercial building in a strip center and 1 tenant is complaining of high utilities bills, it has a dropped ceiling and no insulation on top of it and the can lights are non ic rated which was a mistake on install but I was wondering if anyone knew of any kind of cannister of box of some kind I could put over the can lights with out them overheating and put insulation over them to better insulate. I want to put up 2' X 4' - 6" thick pieces of insulation to cover on top on drop ceiling and still be able to get back in the ceiling to work if needed.Other wise I'm going to insulate everywhere except over the lights, which is better than nothing but still leaves gaps for heat to excape from.:? thanks for your comments, I open for anything that might help this customer...........
