non metallic cable between straps under joists

For as long as I can remember the standard practice when roughing in a new residential home with non metallic cable (romex) is to staple the romex on the bottom edge of joists running parallel to the strapping. Always try and keep the wire centered between the strapping and never any closer than 1 1/8" to the edge of the strapping. All of this is done before the insulation and sheetrock. How did this become the unwritten law, or is there something in the code that explains this exact scenario?
