Is it an NEC code violation to use non- outdoor rated wire nuts inside an outdoor rated enclosure mounted outdoors?

I'm not sure there is such a thing as an "outdoor wirenut".

There are regular wirenuts, and there are waterproof wirenuts for splices in wet locations like direct bury splices and in-ground handholes.

I'd agree, if its not a wet location, a regular wirenut would probably be code compliant. But I have also seen specs. that require waterproof wirenuts for all outdoor splices.

In general no, but in an underground enclosure yes.

300.5 Underground Installations.


(B) Wet Locations. The interior of enclosures or raceways installed underground shall be considered to be a wet location. Insulated conductors and cables installed in these enclosures or raceways in underground installations shall be listed for use in wet locations and shall comply with 310.8(C). Any connections or splices in an underground installation shall be approved for wet locations.
