Is a second ground rod required at a non-separately derived system (generator)? Or would the bonding to the GEC from the normal service?
 
The NEC would not require one, other than satisfying the fact that some of the generator manufacturers call for one. Grounding for the non-SDS generator is accomplished by an equipment grounding conductor.

...and keeping the grounded and grounding conductors (including generator frame) separate.
