Non-UL Recognized Components in

I have a PCB that has a housing which is fire retardant according to EVS-EN IEC 61010-2-201:2018 §9.3.2, which states, "Containment of a fire within the equipment, should it occur." Can I use non-UL recognized components that are >100W (e.g., DC-DC converters, fuses), arguing that the housing encapsulates the fire? UL 3100 is not entirely clear on this point.

UL generally is less stringent on things like PC boards, but if your intent is to sell a product in North America, plastic electrical enclosures must have UL flammability ratings, usually something like UL 94. There has been a lot of "merging" of UL standards with IEC standards, but I have no idea if those IEC standards are among them. But from the Wiki page on UL 94, it says this:
UL-94 is now harmonized with IEC 60695-11-10 and 60695-11-20 and ISO 9772 and 9773.[2]
