Normal and Emergency Circuits

Hello, the electrical contractor on my project started running their conduit from a CEP to the panels. They are bringing each set of feeders in their own conduits, but hitting large junction boxes where they plan to have both emergency and normal feeders run through. The specs say that emergency system conductors shall be in separate raceway. Does their installation sound like it meets spec or code? The electrician and contractor say the conduits are the separate raceways, but I don't see how it makes sense if they are running through common boxes.
 
I note you are in Florida so you are on an earlier NEC edition than I quoted (2020). There were some changes in this section for 2020 but it does not change the answer in your situation.

I appreciate you following up on that. There are also Legally Required Standby Loads. It looks like these may be permissible to share with Normal in 701?
