I have a series of recessed lights and a bathroom exhaust fan on the same circuit, when the lights are in a off position with the fan running, I can turn the fan off and the lights flicker. I’ve checked all my connections. That are all good and tight. What’s happening and how can I fix the problem ?

Are these LED lights? Odds are inductive kickback triggering them.

Try adding/substituting an incandescent bulb temporarily as a test.
 
Inductive kickback or not, how would any energy get through the open circuit of the light switch??
Because LEDs require so little current that spikes in a parallel wire can induce enough voltage to do trigger a blink.

In other words, with the two switch legs in close proximity, a voltage on one can induce a voltage on the other one.

That's also why I use a solenoid tester for troubleshooting instead of a voltmeter.
