Not enough info???

I'm thinking I don't have enough info here. There are (4) existing sports pole lights that need to be replaced with (4) new sports lights using the existing circuit.

Problem is they also indicate the below regarding splicing and extended. My questions.

1. Says "As Required". How do I know when it would be needed?
2. When I would need to splice how long would the extension be?
3. Why would I need to splice?

Thinking a picture of the existing lighting at the top of the pole would be very helpful.

Since you don't know how the existing lights are wired you don't know if the existing branch circuit wiring is long enough to connect the new lights. You may not need to add any addition wire or you may have to add a few feet. Basically what they're telling you is to have something in your estimate if splicing is needed. You probably won't know until you actually remove the old lights and install the new ones.
