Not sure how to size this equipment breaker. 6|89T Edge Sander

Hello, I'm trying to figure out how to size electrical for a Sander machine (6|89T Edge Sander). It says 1.5HP 110V 18AMP and when i look at its manuals it shows a receptacle 20amp type to be used. Not sure if this 18AMP FLA or Startup. But lets assume it is 18AMP FLA. Can you use a 20A rated receptacle with a 20A breaker since this will exceed the 80% of a 20amp breaker?

Now, if i do 18*125% to size cable then i will end up with a 22.5A for the cable and at least a 25A breaker and a special type receptacle. But they show a typical 20A plug as one of their options.

If i use the HP to size it only 1.5HP, then i'm looking at something like 20FLA with a recommended 40A breaker based on my square d motor data calculator. again, with a different plug and special receptacle.

So what would be a the right way to size the electrical for something like this?

Does it have a cord an plug on it from the manufacturer? If so just use that to size the branch circuit. With a FLA of 18 amps you could use a 20 amp circuit if the unit will start. No need to add 125%.

If the sander is cord and plug connected, portable not fastened in place, wouldn't 210.23 (1) apply. 18 amps on a 20 amp rated circuit would exceed 80% of the branch circuit ampere rating.

That only applies to multiple outlet circuits {210.23}. A 20 amp individual branch circuit with a single receptacle can be loaded to 20 amps.
