NSI Polaris Lugs -Listed For Unfused Wires?

Like the title says, are Polaris lugs (insulated multitap connectors) listed to be installed on the line side of a service disconnect? I can't find anything on the website.
 
What would require a listing any different than any other splice or tap installed on a feeder or branch circuit?

230.33 seems to allow splices on service conductors.
 
In the 2017 and prior this would not be a requirement. But this was changed for 2020 in 230.46 to include all splices and taps to be listed for line side.
Not sure if Polaris has the approval.

Interesting, wonder why they changed it? If it’s like arc faults, probably some manufacture came up with a design to sell, and the best way to sell something nobody is looking for, is to require it to be used.
