I have done something similar when relocating a service panel and using the old panel as a JB, leaving the neutral buss for the neutrals and just running a larger neutral to the new panel, this is one case of what I think would be extending the neutral buss would imply?

Is this a switchgear busbar extension? If so place a phone call to the people who built it and ask them.
