nuetral voltage

What would cause flucutaion in nuetral voltage in this circumstance?
Power monitor was put on a 120V circuit. Peak on hot = imp[ulse peak 117V, nuetral = impulse peak of 116V to 140V within a 30 minute period. Also hot has high frequency noise and when the power monitor was plugged in its date would change from the correct date to Jan. 30 2000?

Is your nuetral solid? I don't know why you should have 140v. on neutral either unless you're loosing it and have a votage divider between the two hots. Or this analyser thing your using, being as how it's reseting itself or something, could either be affected by what's happening or simply acting goofy and reporting nonsense.
