If you are concerned about derating for multiple conductors in the same raceway, yes. If you are concerned about iso-phase conductor routing, no.

Take a look at Chapter 9 Tables note (4) will explain the conditions that constitute what a nipple is and the adjustment factors that need not apply. 2' is max length of a nipple. Less than 2' it's still a nipple.

The length of the nipple would not matter, inductive heating would be a concern even if the nipple was metallic and no more than an inch in length
