Can you use a 200 amp main lug panel with say 30/40 spaces and feed it with 100 amp feeders breakered in the main panel and be within ul and code requirements or is there a minimum feeder ampacity to the number of circuits in the panel. I have several 200 amp 3R panels I got stuck with and have a oppurtunity to use then as sub panels but only at 100 amp feed.

In my humble opinion it is perfectly OK. As long as the 100A feed is sized properly and protected at 100A, I don't see a problem. The only possible problem that I see is a inspector maybe hitting it for it's 200A classification, 110-3.(7). Maybe someone else will weigh in on this.

I feed panels at less than it's rated ampacity a lot, and it has never become an issue (as long as the feeder is properly protected).

They could be fed with 30A feeder and breakers. 200A is a max rating, not a min.

I would only add,
That your 100 amp feed has to be large enough for the actual load or calculated load which ever is largest, for the area being served by your panels.

This only comes to mind because of a phone call question I took the other day. The caller wanted to no if he could feed a 200 amp panel in a mobile home with a 100 amp feeder if the service the feeder was protected at 100 amps. The supply to the mobile home is in fact a feeder how ever the HUD stamp stated the load need supplied by a min of a 200 amp feed.
