I believe the NEC states that number and ratings of overcurrent devices can exceed the service size if the loads calculation determine it can. In other words I can have (4) 200 ampere OCD's on a 600 ampere service.

I am unable to find that code section.

Are you thinking of 230.90(A) Ex. No. 3?

It doesn't quite state what you suggested, but it may be what you recall.
