The situation involves a strip mall in which 2 rentals adjacent to one another, each with its own service, were combined into a single 2400 sq. ft. doctor's suite. I believe that one of the services would need to be disconnected (230.2 and 230.40) (None of the exceptions apply.) I also believe that once one service and associated meters are disconnected it's panel may be fed by the one remaining main panel provided that the main panel and associated circuit breakers are suitably rated for the loads.
Am I correct? Would much appreciate your expert comments, as usual.

We just had this discussion at an IAEI meeting.

This is a fairly common occurence in malls and shopping centers.
230.2(C)3 was cited as the answer (special permission)....because this is a common situation, AHJ's and poco's are often (not always) willing to agree to allow the installation to remain. The ahj can require placarding for safety purposes.

So you may want to check with the ahj and poco before you put a lot of effort into redesign and reworking the installation.
