Number of wires under lug

Is there a number of grounds that you can put on a lug?? also under 2008 I understand that in residential you can't put a ground and a neutral under the same screw on the neutral bar in the main panel.

See the instructions on the panel label. Most will allow more than one.

This has been true before 2008 regardless of location. See 408.41, 2005 NEC.
