I would call it a Hotel or Motel while some parts may be health care....

Either way 2 VA per sq ft.

As far as the receptacle load I think you could argue (if you wanted to) that 220.14(J) applies and no further calculations need to be made for general use receptacles of 20 amps or less.
 
In NYS, occupancies are defined/classified by the building code.

Nursing homes are classified as Institutional Group I-2 Occupancies. The NYSBC also classifies hospitals in the same grouping.
Chapter 27 of the same building code is the chapter that has the electrical requirements.
Chapter 27 refers to the NEC code, version 70-05, as per Chapter 35.
Therefore, I would agree that we (NYers) would reference 220.12 and use the 2VA/sqft as the multiplier for general lighting load and 220.14(L) - 180VA for the receptacle calc.
