NYC Building Code Interpretation Regarding Generator Room Contents

What confuses me is the sentence "Uninterrupted conduits not associated with the emergency and standby power system may pass
through the emergency generator room."

What is a definition of "uninterrupted conduits?" are they talking about electrical conduit or is it referring to some other tubing too?

I went to a building and they installed a indoor generator, the generator room had a gas piping and water piping (not sprinkler) in the generator room. Is that even allowed?
 
Conduit is not defined in the NYC Building code directly, but indirectly it is defined in the Electrical Code by the names of 3 particular raceways "rigid metal conduit, intermediate metal conduit, rigid nonmetallic conduit". Conduit is not tubing or other gas or water piping unrelated to the generator system.
 
You would need to check with the AHJ for their interpretation.
To me, when they say uninterrupted, they mean not j-boxes, no fittings that require access for other reasons. I don't think water lines should be included, they're not "conduits" or part of a "cooling system"
What surprises me is they first call it a "dedicated room" and then allow these exceptions. In a dedicated space, you can have a sprinkler head to serve that space, but not passing through, as this code seems to allow. And nothing else not required for the room
Of course the AHJ can interpret or allow what he sees fit.
