NYC Electrical Filing on Existing System

In NYC, on an existing electrical system which is over 1000KVA, we added a second level overcurrent device to feed new load and the inspector came in and the inspection is passed but he said we need to file this since we modified the 1000KVA system. Does this mean we would have to do absolutely everything listed in 1 RCNY §4000-01 even though this is an existing system? Some of this stuff listed in 1 RCNY §4000-01 is overkill
 
All I know is my instructor was shouting 'You do not touch a service over 1000 kVA without electrical boards approval' . You may be happy with the fact you won't be penalized for that. I just passed my master tests so I would not know what to do next but you can PM me and I will send you in the right place.

110.2 Approval of Electrical Materials, Equipment and Installations.
(A) .....

(B) Installations. All electrical installations regulated by the terms of this code shall be designed and constructed so as to be safe and suitable for the purpose intended.
No electrical installations as described in (1) through (5) below shall be constructed unless a submission for approval has been made to the commissioner and approval has been granted. For the purpose of this section an electrical “installation” shall refer to the installation of service equipment, transformers, UPS systems, generators, electrical wiring of assembled photovoltaic arrays, generator paralleling equipment or other sources.
(1) A new installation of new equipment totaling 1000 kVA or larger.
(2) Any change in an installation with a rating of 1000 kVA or larger, up to and including 2nd level overcurrent protection unless it was fully described and approved as “future” on the original approved plan.
(3) Any addition to an existing installation, which would bring the total to 1000 kVA or larger.
(4) The addition of any equipment in a room, which would affect clearances around the equipment of a 1000 kVA installation.
(5) A new installation or revised installation above 600V irrespective of kVA rating.
Exception No. 1: No submission is required solely for fire alarm service taps.
Exception No. 2: No submission is required for the addition of one 2nd level overcurrent protection device 200 amperes or less.

I have had to do everything in 1 RCNY §4000-01 and have had to resubmit several times due to it not looking the way they wanted it.
even if the 1000KVA is existing, they still wanted you to show everything on that list?

My submission was for a relatively small fuse size changeout on a 2nd level switch on an existing service switchboard at the Empire State Building, which you can imagine was for sure all existing and impossible to get some information on ancient equipment.

How where you able to get information they requested if you encountered that some information is impossible to get? If it’s impossible to get the information, will they ommit some of the requirements?
 
Quite honestly, I got a little creative and documented everything with the best accuracy I could.
I have had to document stuff that I had no information on, although not for this kind of thing. I have usually put something in about "no information is available" for some items because it was not available.

I don't see how they can force you to provide information that is not available.

I have always thought the electrical service to that building would be fascinating. Are there any pictures anywhere?
