NYC/ NY state License application

I am currently a NJ licensed contractor.

What is involved to establish a NYC license.

I have to take the Test over in NYC standards?

NYC has it's own license, NYS has local (IMO AKA corrupt) local licensing. You can find the NYC information here:

More than likely you would need to take a prep course to pass. You would also need a storefront operation once you've passed and opened your business.
