Nylon rope on panel feeder conductors?

Take a look at this YT short.. the audio is in Russian, the narrator claims that this is the US of A, and the worker in the video is clearly roping feeder cables together with what appears to be a clothing line. The mirrored video image shows a glimpse of what looks like a "Cooper" badge somewhere.
Any thought as to what this is about?

Read carefully the instructions that come with many pieces of switchgear and the like, and you will find this is what you're supposed to do to prevent the conductors from whipping around in the event of a short circuit.

It is called cable lashing and can be accomplished with rope or nylon straps, etc.
