What good is a state wide adoption when every place has their own home rule? Is there anything to force every jurisdiction to adopt the statewide code?

Sorry that is building but on the same page they have electrical. It looks like it was adopted without amendments.

I saw the Upcodes reference to it being adopted without amendment, but they are a private website.
I was trying to find it on the official state website and can’t seem to find a clean reference.

They've recently "updated" their web site. It's now more Byzantine than ever.

Not sure about NY but in NC it would be almost impossible to not go by the state decision. Obviously very large cities put forth big arguments to get autonomous. He is very costly for a city/county to go thru the adoption process.

Maybe things are changing but typically NYS has been a cesspool of home rule, do it my way, and highly restrictive (AKA corrupt) local licensing laws.

NYS lets any Tom, Dick, or Harry municipal entity set up more restrictive code requirements, but they must be approved by the Department of Safety. I believe the DOS maintains a database of approved amendments, so if Podunkville says "this is the way we do it", you can check if it's been approved.

Pennsylvania, IIRC, lets municipal entities over 1,000,000 population roll their own. That effectively limits it to Philadelphia. Everybody else has to toe the state line.

The only exception to the state adoption of the NEC here in New York is within the area governed from NYC, they have their own I believe its is 2008 with some modifications, other than that the rest of the State is currently under the 2017 NEC. The reason for apparent different codes is some municipalities has it's own enforcement and "interpretations" of the code requirements, not different codes. Most areas utilize 3rd party and again it's interpretation of code that look different. If you look at just this forum when it comes to the code even here we get differing opinions. Where we have issue here in NYS is that as mentioned any Tom, Dick or Harry gets into doing electrical work and no training or licensing and no understanding of code requirements.
