Where will I find the guidelines and requirements for aviation obstruction lighting as the requirement relates to buildings, towers and cranes?

And if it's a communications tower, the FCC license for the transmitter will typically spell out the lighting specs if any are required.

The FAA performs an Aeronautical Study based upon the Civil plans; the result(s) of that study will show what the parameters are and what they want to see lit or limitations in pole height ?etc.
