I am an electrical inspector in Alberta and here you must apply providing copies of all your qualifications to The Alberta Apprenticeship Board in Edmonton. They will verify that the certificates are valid and decide what upgrading you will require on the Canadian Electrical Code and in Alberta the Alberta Standata which is a document that is everliving on rule easements. They may start you at a 4th year apprentice until you can pass the journeyman exam.
I hope this helps but we do not use the PE Licence term here so I am unsure of the meaning. In Canada we have a Journeyman electrician a Master electrucian and also an interprovincial Red Seal. All provinces except Quebec honor the Interprovincial Red Seal at par
This is the only way to be certified in Canada. No reciprocity or anything
 
Does anyone know or have experience with the process of getting licensed in Canada if you are already licensed in the States?

There are 12 licensing boards in Canada. Contact the one for the province you are interested gaining licensure and they can help you out.
