What needs to be complete to get an occupancy inspection? There's no fire alarm so I don't need to worry about that aspect.

Per what standards are you referring to? If you are asking about an electrical final Min all wires J boxed & required devices& luminaires installed & life safety taken care of.

I'd guess this can vary from place to place and you need to talk to local AHJ.
There could even be situations where not all construction is complete yet the facility is occupied and in operation, or at least certain parts of it are.

That's a question better answered by the electrical inspector. Call up the permitting office and ask to speak with him/her. Every Florida jurisdiction I deal with seems to have different rules.
