Would a boarding house fall under a dwelling or a hotel occupancy? This is a restoration of a historical building, built in 1914.

Who's calling the shots?
The AHJ or the historical society?
We have a group here that if you put the wrong roof on they will make you tear if off if it is not in their guidelines.
I know that doesn't answer your question but it's something I'd find out.

If the building is a working boarding house, in NJ (IBC 2009, as amended) it would be R-1 if the occupants are primarily transient (<30 days) or R-2 if primarily non-transient (>30 days). The type of occupancy specifically mentioned is "rooming house" but the only difference between the two is whether or not meals are provided. If it is intended to operate as an educational/teaching center about life at the turn of the 20th century, it would likely be an A-3 which is where museums and libraries, as well as churches fall into.
