odd voltage readings

Hi, when a subcontractor was using some power tools and sounding odd, outlets in a house were measuring 175 volts and some 80 volts. I know this usually means a loose neutral. I had Power Co. check voltages at the meter, all normal. A bolt and plate holding the neutral lug in the panel is corroded, I tried tightening it, no luck. If the main breaker is off, I should be able to take it totally loose and repair/replace that lug, there shouldn't be any arcing, right? I only get a 130/110 volt variation when I test below that lug. But normal voltage by testing the incoming neutral SE conductor.,verifying the normal meter voltages. I hear buzzing when I turn on two of the house breakers, ( the refrig or the washer) and lights dim, and get that really high voltage variation.
Any advice is greatly appreciated. Thank you.

We have worked the neutral lug with main breaker Off in the past. Now you should probably have the POCO pull the meter. Makes things a lot safer and you can clean/check all connections that way.
