Facility has (1) 2000 amp 480/277 MDP Service.
Proposal is to add (4) 600 amp Service rated fusible disconnect at (4) separate locations where 400 HP motors will be situated. Service conductors will be outside of the building up to the point of entry to each piece of service equipment.

How can it be compliant if the service disconnects are not group. I see this as one service

I may misread, but 230.2(C) seems to indicate when my 1st service is 2000 amps and my requirement is greater then I can have additional services.
230.71 allows me to group the disconnects for each service.

Yes but you didn't mention another service. I thought you had a 2000 amp service that you were feeding the 6- 400 amp panels. A new service would entail a new underground from the power company- Is that what you are doing?

Yes. POCO has not determined the size of their transformer(s), but they will supply UG to each service point.
