Office furniture base feed connections

In the past it has been common practice to install system furniture base feeds by drilling out a blank cover, attaching the base feed to the cover with a 90 degree connector and sealtite, and then screwing the cover to the box installed in the wall. I was recently told by a fellow electrician that an inspector told him that this was illegal. I looked through the code and could not find a definate answer to this question. He told me he was required to install wiremold boxes out from the wall and bring the base feed into the side of the box. Astetically this looks terrible in the newly renovated office space. Can someone point me in the direction as to whether it is actually legal or not to still use the face plate.

It's code compliant according to the NEC. I will have to dig up the code reference.
