oil filled tranformer bolt down

I have several oil filled transformers on our site. A couple of people have said that it is law that we bolt them down. Our local regulation s and reguilators have no idea of this requirement. Is there anyone out there that has found any regulation that requires them to be bolted down to the cement pad.

110.13 Mounting and Cooling of Equipment.

(A) Mounting. Electrical equipment shall be firmly secured to the surface on which it is mounted. Wooden plugs driven into holes in masonry, concrete, plaster, or similar materials shall not be used.
