OK to connect 2 neutrals inside ceiling outlet?

We have three ceiling fan outlets in a new single family home where the client wanted the motor switches all grouped together in a 3 gang box on one wall. The light switches for these fans are seperate from the motor switches and on different walls. All of these are on the same 15 amp circuit.
Arriving at each ceiling outlet are two 14/2 NM's (one for the motor and one for the light). The fans purchased by the client have a single white wire common to the light and the motor. To hang these fans, we seem to have three options.
1) Rewire the fan with seperate white wires for motor and light.
2) Connect the fan's white wire to BOTH incoming neutrals.
3) Cap off one of the incoming neutrals.


All three options would allow the fan to operate as the client requested but only option #1 would keep the current flow balanced within each NM. Unfortunatly, it is also the most labor intensive option.

Does the code address this issue? :confused:

Are these on the same circuit or different circuits??? Wouldnt that be a problem in itself if it was 2 circuits ?????If not there isnt a problem cap one off........
