Ok to install new lighting contactor above existing panelboard?

We are planning to install new lighting controls for existing high bay lighting. The plan is to intercept the existing branch circuit wiring for the lighting and route through a couple new multipole contactors. The contactors are proposed to be located above the panelboard so the existing wiring and conduit can be intercepted. Is is ok to locate the new lighting contactors in the dedicated equipment space above the panelboard. Would the lighting contactors be considered associated equipment permitted for this space like conduit, raceways, and so on and not foreign systems like HVAC, piping or ductwork?

I guess it depends on how you interpret 110.26(E)(1)(a). IMO, the install is compliant but I am not sure if the intent is for equipment associated with the panel install or any electrical system
 
I think it's compliant too since the new lighting contactor controls circuits fed directly from the panelboard, which I consider to be directly part of the electrical installation and not equipment foreign to the installation. Thanks for the feedback.

That would seem to actually make this job harder.

IMO, you're compliant to put the contactors above the panel, but I believe it to be a poor design. I would locate the contactors adjacent to the panel and discretely make joints in the panel.
