I need to move a service panel. Do to distance inside. 5ft where enters.Doing a new service. Can i use 14/2 mc cable. As i need to do about 10ft extension. Its going to old 14/2 romex with small ground. Where the old panel was with metal boxes. I would use a 15amp breaker. Would the small ground be a problem on the old romex. The new wire from panel will be right size. But not the old romex. Nec 250.122

The only thing I see in the code is talking about extending a circuit without an EGC. I don't see anything regarding extending a circuit with the undersized ground. So I think you will be good to extend it with a full size ground. At least it has a ground that can function as a fault return path.

Many circuits can share an EGC as long as it's large enough for the largest circuit. For 10 ft, it may be easier and/or more economical to run EMT or flex with several MWBCs using individual conductors..

If this is a dwelling unit circuit that would require AFCI protection, a 10' extension will trigger a requirement for the circuit to have AFCI protection.
