If a house is fed with a 2 wire system and the service needs to be upgraded because ths service it self is dangerous and the customer does not want the house rewired to the three wire updated system; Can you put a GFI Breaker on the feeders that supply the house main panel? In 406.3 D 3 If you are replacing a 2 wire outlet you can install 3 wire outlets down stream of a GFI Recptacle; Would the same principal apply to GFI Breakers?

Yes, (c) of this section states a non-grounding-type receptacle shall be permitted to be replaced with a grounding-type receptacle where supplied through a GFCI. It does not say GFCI receptacle just GFCI. Please note the marking requirements if this option is selected.
