Old 240/120 panel cabinet - code compliance?

Can someone point out list of code compliance items for these two existing load center 240/120V located in the park?
Exposed wiring is one as I can see, can we tap off main CB to feed a new panel?

They are in an enclosure. There also happens to be enclosed panels in the same enclosure. All of our local parks have setups like this. Is it code-compliant?

If there are doors that can close and lock then it’s only accessible to qualified persons. Traffic signal cabinets are the same.
I have installed many similar cabinets, but all my wiring was NEMA 1 in a 3R cabinet
Code compliant? Probably. Add a few signs, and a lock
