Someone posted this on another board I frequent. He inherited it from his grandfather. Has anyone seen a meter like this? Or used?

Looks like an old pocket watch. It needs a flip open cover and a matching chain. Looks like it weighs a bit more than my wigge.
No leads? So I'm guesing you hold it next to the wire.
In 1903 that could have been used to measure the load of some services. Just don't get that metal thing too close to the buss.

Looks like a classic D'Arsonval movement with a current shunt inside the case.
To measure AC current, a rectifier would be needed.
