Old apt complex. Panel question

32 bank meter s. Each meter is feeding a federal Pacific 2 pole main breaker rated at 30 amps. Customer wants panel changed out .Going to change wire size 60 amps. Could u leave it at 30 amps .

If you're asking if it's okay to use a 30a breaker on wire rated for more, the answer is yes.

Was not sure if u had to upgrade to a 60 amp main.

Well, some jurisdictions require a minimum service size for new installations.
I suspect they would not enforce that on rewires of existing installations. But the only way to tell for sure would be to ask the AHJ.
