1986 Codes for motels. All wiring is/was to be non combustible, no romex. pretty confident about it just looking for confirmation

I don't know what code you are referring to. I have built hotels in Florida with romex around 2005.

There was no 1986 NEC. The 1987 edition would have prohibited NM in structures above 3 floors in height but nothing prohibited motels as such.
There may have been something in FL Code to that effect.
