Old Federal Pacific Panels - Dangerous?

The guy from the office next door just told me his neighbor was advised to replace his old (30 yrs old) Federal Pacific panel in his home because they were know to have safety issues. Apparently the breakers refuse to trip when overloaded. This is the first I'd heard of that, can anyone verify this claim?

Mike since you have learned something from your office neighbor and this forum please do not put any years to it if it is FPE it is danger, I have seen a lot of different problems with them and the least expensive fix is complete change out.
